Can't format SD Card on Chromebook

I'm trying to format a Kano OS Micro SD Card so I can get Raspberry Pi OS on it, but the Files app won't format it and I cannot get the Recovery tool to format it (this is on a school Chromebook that I am using for the time being, so I can't get dev mode either) Is there any other way to format it other than Files, Recovery, or Dev Mode?

Edit: It also has multiple partitions, because it's an OS.
