pip Error when using Anaconda Environment

When I have an active conda environment and I enter pip I get the following error:

ModuleNotFoundError: No module named 'pip._vendor.retrying'I have tried removing anaconda with rm -rf ~/anaconda3 and reinstalling it but in the fresh base environment I get the same error. The system pip outside of the anaconda environment seems to work normally. What might be the problem here?
